Sergey Zhvachkin, Governor of Tomsk, proposed to consider manufacturers of counterfeit medicines as murderers during trials, and to judge them accordingly. He expressed this view during the first session of the regional commission on counteraction against illegal circulation of industrial products: “We have cases of alcohol poisoning, and, very often, counterfeit medicines. Thus, I propose to consider toughening liabilities for the production of counterfeit related to the life of people (medicines, food). I would like that those who are engaged in the falsification and production of counterfeit medicine would be included in the group of articles of the Criminal Code pertaining to the judgment of a murder. There are cases where such people are fined and keep on doing their activities. I propose to consider such a possibility in terms of law and to submit to the government and to the parliament a proposal to toughen the punishment for the counterfeit of goods of food and pharmaceutical industries”. According to the same article, the Deputy Governor in charge of the industrial policy, Nikolay Glebovich, stated that in 2014 more than two million packages of substandard and counterfeit medicines had been withdrawn from circulation.
